  "There's definitely a problem with companies taking the FTC order as advice," Khan told the U.S. Senate Judiciary Committee's antitrust subcommittee on Tuesday. "We're currently working on a project to actually strengthen the order."

  Khan said future consent decrees would enhance the assessment of a company's compliance and could potentially hold specific executives accountable for implementation. She called Twitter's 2011 consent order with the FTC a "more traditional approach" that her team is circumventing in favor of "bright-line" rules that draw clearer boundaries for corporate behavior.

  Twitter's former security chief, Peiter Zatko, filed a complaint last month with U.S. federal regulators, including the FTC, as a "whistleblower" criticizing the platform's data management and accusing Twitter Lack of transparency for boards and investors. He also believes that compared to other countries, consumer protection in the United States is not enough.

  During a hearing before the U.S. Senate Judiciary Committee last week, Zatke said the FTC "let businesses rate themselves." The remarks led many senators to call for the creation of an independent regulator for the tech industry.

  In May, the FTC found Twitter failed to strengthen security controls and respect user privacy in accordance with a 2011 consent order, and decided to fine Twitter $150 million. Zatke argues that a one-time fine for a profitable business is not a deterrent.
