  California has not been as aggressive as some environmental groups or Tesla, who are urging an end to new gasoline-powered vehicles by 2030.

  U.S. President Joe Biden has previously called for 50 percent of all new car sales to be electric or plug-in hybrids by 2030, but he did not endorse a phase-out date for sales of conventional gasoline vehicles.

  Some states that previously adopted California's zero-emission vehicle rules have yet to sign up to the tougher 2035 phase-out date. "Colorado is certainly not California, and Colorado has our own plans," said a spokesman for Colorado's environmental agency.

  "Some states are now ready to embrace 2035 targets, while others will become more accommodating as more eco-friendly models roll out," Randolph said.

  She revealed that regulators are working on other transport emissions reductions for medium- and heavy-duty trucks. She also added that the state is "working very hard to identify the Valley of the Kings as a potential source of lithium metal for electric vehicles."
