Korean companies wait for US chip restrictions to "open the door"
Correspondent in South Korea Zhang Jing] In response to a series of export control measures for chips to China announced by the United States recently, the Ministry of Industry, Trade and Energy of South Korea (hereinafter referred to as the Ministry of Industry) stated that the move has "limited impact" on related industries in South Korea. The new U.S. export control regulations to China came into effect on the 21st of this month. Relevant companies are prohibited from exporting high-performance computer chips, chip manufacturing equipment and other products to China without prior approval. According to a report by South Korea's "Asian Economy" on the 10th, the South Korean government has previously conveyed South Korea's concerns to the United States through consultations.
According to the report, the United States has included 31 Chinese companies, research institutions and other groups on the "unverified list" of the US Department of Commerce this time, restricting relevant entities from obtaining US semiconductor technology. According to sources, the U.S. government may “open the door” to foreign companies that manufacture memory chips in China. However, the Korean Ministry of Industry believes that from a long-term perspective, Korean artificial intelligence companies may be restricted when they develop overseas markets.
A source in the South Korean semiconductor industry, who did not want to be named, said the introduction of the new U.S. restrictions indicates that it is virtually impossible for South Korean companies to invest in or upgrade equipment for their production lines in China. At present, Samsung Electronics has NAND flash memory factories and semiconductor assembly and testing factories in Xi'an and Suzhou respectively, while SK Hynix has DRAM and NAND flash memory factories in Wuxi and Dalian respectively, and a packaging and testing factory in Chongqing. Samsung Electronics said it expects the South Korean and U.S. governments to reach "constructive conclusions" through negotiations to ensure the normal operation of its Chinese production base. SK Hynix also stated that it will make every effort to prepare the required materials and documents to obtain permission from the United States in accordance with the prescribed process.
"At present, there is no guarantee that the United States will be open to the Korean semiconductor network." The "Korean National News" reported on the 10th that the worries of Korean semiconductor companies are currently increasing, although theoretically the most advanced semiconductor equipment can be obtained in the United States. case shipped to China, but there is no guarantee that it will last in the future. Meanwhile, U.S. semiconductor companies are concentrating on expanding their domestic production facilities. Micron announced this month that it will invest $100 billion in New York over the next 20 years to build a giant semiconductor factory to supply advanced memory semiconductors. Intel has decided to spend $20 billion to build a semiconductor foundry in the US state of Idaho by 2025. Therefore, there are many speculations that the US government may further strengthen the protection measures for domestic semiconductor companies in the future.
"U.S. strengthening of semiconductor restrictions will only accelerate China's semiconductor self-reliance," South Korea's "NEWS 1" website reported on the 10th that the U.S.-China technological dispute is escalating, but the U.S. goal of restricting China's technological development will eventually fail. In 2018, the United States began to impose high tariffs on China during the Trump administration, and the U.S. trade deficit with China hit a record high in 2021. After the U.S. government announced restrictions on Chinese semiconductors, the stock prices of U.S. semiconductor companies plummeted collectively. This move will not only cause losses to American semiconductor companies, but also contribute to the independence of China's semiconductor industry.
